The scale
The WhatsApp service maturity scale: 11 levels, three stages
We use a simple scale to describe this: from 0, where nobody replies, to 10, where the conversation anticipates what the customer needs. It is an illustrative service maturity scale, not a measured satisfaction rating. Each level builds on the ones below it, and human support stays available throughout.
Stage one
Levels 0–3: Waiting for help
At the bottom of the scale, WhatsApp is used to broadcast, not to converse.

A dead-end reply
An automated message closes the door.

AI signposting
The AI reads the message and points the customer somewhere useful. This is where AI first enters the conversation, and where most trade channels sit today.
“We’ve got a trade show coming up next month. Why don’t you come along and meet the team?”

A callback request
Details are taken; the customer waits.
“Leave your name and number and we’ll contact you.”
Levels 2 and 3 feel like progress, and they are better than silence. But at every level here the conversation ends with the customer waiting. Trade customers message when they have a question in front of them: on the shop floor, in the van, between deliveries. Ask them to wait or switch channel and many simply won’t.
This is where a lot of B2B WhatsApp sits today. Marketing messages go out, and customers reply to them in large numbers: with questions, orders, complaints and requests. Without a way to answer, those replies go nowhere.
Stage two
Levels 4–7: Getting things done
The middle of the scale is where the conversation starts to do real work.

The assistant asks about the business, captures its details and passes a qualified enquiry to the team.

Onboarding steps are completed and an eligible trade account is created, with no manual intervention.

Answers come from the business’s own approved knowledge base.

A complaint becomes a structured request, with the details captured and routed into the right team’s workflow.

The shift here is from answering to resolving. The customer no longer waits for someone to get back to them; the enquiry, the application or the problem is dealt with in the same conversation, or handed to the right person with everything they need.
Stage three
Levels 8–10: Buying, paying and planning ahead
At the top of the scale, WhatsApp becomes a place to run the account, not just ask about it.

Account answers and payments
After account verification, customers check outstanding invoices and request payment links.
“Here are your outstanding invoices. You can pay using this link.”

Orders completed in WhatsApp
Customers check products, account prices and availability, then confirm the order in the conversation.
“Add six cases to Friday’s delivery.”

Proactive, context-aware service
Buying history, local events, weather, supplier promotions and account information are used to offer timely help, including invoice reminders and reorder prompts.
“Warm weather is forecast this weekend. Would you like to add your usual water order? There’s also a supplier offer on soft drinks.”
Level 10: the channel gets in first.
Two things run across the whole scale. Conversations can be multilingual from level 1 upwards: a capability that can apply at any point in the journey, not something WhatsApp provides on its own. And the upper levels depend on connected services: account, payment and ordering answers are only as good as the integrations and business rules behind them.
